    Starting a Public Safety Drone Program: Equipment, Budget and Compliance Checklist (US & Canada)

    More than 1,500 US public-safety agencies now operate drones. Most started with one aircraft and a lot of questions. This checklist covers the equipment, paperwork and budget decisions we walk agencies through before they order.

    Step 1 — Confirm you are allowed to buy

    Before comparing aircraft, settle the procurement question. Federal agencies and purchases made with certain federal grants are governed by the American Security Drone Act. A number of states have their own restrictions on state and local purchases of drones from specific manufacturers, sometimes with a compliance deadline tied to grant funding. Ask your procurement officer for the current rule set; if DJI is permitted, everything below applies. If it is not, tell us — we will say so rather than sell you a platform you cannot deploy.

    Also confirm the model's FCC status. Aircraft authorized before December 23, 2025 (Matrice 4T, 30T, 350 RTK, 400, Mavic 3E) remain legal to purchase; our FCC guide tracks the August 2026 proposal that could affect thermal-equipped models.

    Step 2 — Match the platform to the missions

    Step 3 — Build the complete kit

    • Batteries: minimum six per aircraft. Thermal night flights in winter cut endurance noticeably.
    • Charging: a multi-battery hub plus a vehicle inverter or portable power station so batteries cycle at the scene.
    • Accessories: spotlight, speaker and beacon for the Matrice 4T; a second RC Plus 2 for observer/pilot separation.
    • Cases: hard cases rated for the trunk of a patrol vehicle.
    • Protection: DJI Care Enterprise Plus — included in Worry-Free Plus Combos — covers accidental damage including water ingress and flyaway replacement.
    • Software: FlightHub 2 for live streaming to command and fleet management; DJI Terra if you map scenes.

    Step 4 — Pilots, paperwork and policy

    United States. Certify pilots under Part 107 (knowledge test, recurrent training every 24 months). Apply for a public-aircraft COA to unlock self-certification and blanket night/over-people authorisations for government missions. Register every aircraft, ensure Remote ID (built into current DJI models) and obtain LAANC authorisation in controlled airspace. Adopt a written UAS policy covering data retention and privacy — most disapprovals at council level are about policy, not hardware.

    Canada. Pilots need an RPAS Advanced Pilot Certificate for operations near people or in controlled airspace; the November 2025 rule changes added a Level 1 Complex certificate for medium drones and lower-risk BVLOS. Register the aircraft with Transport Canada and check NAV Canada's NAV Drone app for airspace authorisations.

    Step 5 — Budget and procurement

    A realistic starter program is one Matrice 4T Plus Combo with accessories, batteries and training: typically $9,000–$12,000 at dealer pricing. A two-aircraft program adding a Matrice 350 RTK with H30T payload is considerably more; we itemise every line so the number fits your grant application or council request.     Step 6 — Train before you deploy

    Budget hours, not just dollars: night thermal interpretation, search patterns and evidence-grade mapping are skills. DJI's Enterprise training partners and organisations such as DRONERESPONDERS publish curricula; we can point you to trainers in your region.

    Frequently Asked Questions

    Should our agency fly under Part 107 or a COA?

    Many agencies do both. Part 107 gets pilots certified quickly and works for most missions. A public-aircraft Certificate of Authorization (COA) allows self-certification of pilots and blanket waivers (e.g., night, over people) for government operations. Start with Part 107 while applying for the COA.

    Can our agency legally buy DJI drones?

    It depends on the agency. Federal agencies and federal-grant-funded purchases are subject to the American Security Drone Act; several states restrict state and local purchases of foreign-made drones. Check your state's rules and your grant terms before ordering. Where permitted, DJI aircraft that were FCC-authorized before December 2025 remain legal to buy and operate.

    How many batteries do we need?

    Plan for at least six batteries (three sets) per aircraft plus a vehicle-charging solution for continuous incident coverage. Thermal missions at night drain batteries faster in cold weather.

    What does a starter kit cost?

    A single Matrice 4T Plus Combo with DJI Care Enterprise Plus, extra batteries, a hard case and a spotlight/speaker accessory typically lands in the $9,000–$12,000 range at dealer pricing. A Matrice 350 RTK with an H30T thermal payload is a substantially larger investment; we provide itemised quotes.
